    1985 9.8 will not throttle up?

    My 1985 9.8 will not throttle up past about half throttle, It is a long shaft on a sailboat. I've disconnected all the remote gearshift and throttle to see if I could get the motor to run at full speed just using the throttle by hand, no luck, is there a high speed screw on this motor? a linkage...
