I was finally able to look at similar motor and it has the same gap from prop to housing. It didn't look right when I put it back together. I looked at newer 9.9's as reference and they do not have the same gap.
a good reminder to take pics before the repair, it can save alot of time.
Check for a leak in your fuel line. Does you primer bulb move your fuel? I had a similar problem. Some how the fuel filter o-ring wasn't sealing. I also replaced my priming bulb.
Everything fit together ok, the castle nut hole lines up. It just looks lime the gap at the prop to lower unit is too big. The schematic shows the castle nut orientation is correct, originally I thought it was backwards.
Does this look correct?
Looking at the schematic a second time, maybe it is correct. the castle nut shows the cotter pin orientated in the forward side. That is the way I have it installed. I will try and load a pic, file is too big.

I recently did a impellor change, also replaced the prop shaft seals. When I went to re-install the prop. It sits about 1/8" away from sitting flush. I can put the castle nut on backwards and it works but doesn't look right. I had prop shaft back off several times but it fits together...
