    90hp runs great on a hose but not under load

    i have a 1981 johnson 90hp outboard. when i hook it up to a hose it starts fine and sounds good. when i put it in the water it will idle fine but will not get up to speed. i have cleaned and rebuilt the carbs all the jets are clear and clean. what am i missing? plz help
