    no oil in lower unit of 9.9 Mercury

    Our Marina that is repairing our motor is claiming the boat was put in the water without the two lower unit oil screws. We are almost positive this wasn't the case. The motor is on a family pontoon boat and we put it in the water Memorial Day weekend. It started stalling and wouldn't start up...
