    18hp Johnson slow idle needle

    Hi everyone. I've recently stripped down the carb on my 18hp Johnson and when taking out the slow idle needle a silver collar came out with it. My questions are, should that happen? And also when reinstalling whereabouts on the thread should it go? Any help is greatly appreciated.
