    Won't idle

    Hi I have a 1994 15hp evinrude short shaft outboard. I can't seem to get this thing to idle, it does run when I give it throttle but as soon as I let off the gas it Boggs down and dies. I have rebuilt the carb, new fuel pump and a new coil pack. For some reason I can't seem to get it to idle...
