    Gauge reads 75psi on both cylinders. Has spark, fuel is good, won't start. Do I need to tear down?

    This 2021 4hp Yamaha outboard loses power whenever I place it's Cowling over the motor. It runs fine, except for a chattering sound, without the cowling. Any thoughts? ...exhaust seems strong at the lower unit, but some exhaust is coming out of the carburator, and choking the motor...
