    91 honda 4 stroke will not stay running when put in gear

    91 honda 4 stroke idles ruff and high rpms and when put in gear it cuts off. Carbs have been rebuilt and spark plug has been changed and new gas alone with all new oil. Not sure whats wrong would love some help. Thanks
