    87 Evinrude 15 shift handle very hard to turn

    Evinrude 15 Model E15RCSD – 87-90 Motor has set up for several years. I had the lower unit off and replaced the water pump. Even with the lower unit off, the lever is very hard to turn. I have the carb off, rebuilding, and all hardware disconnected from the rod. I have sprayed/soaked everything...
