    20rl70 vs 25rl70

    my 20rl70 has a 22cuin powerhead as does the 25rl70. owner manuals state that the 20 runs to 4000-5000rpm and the 25 to 5000-6000. how do i acquire the extra 5 hp? is the carb larger? is there a governor on the 20? any help will be greatly appreciated.
