    1998 mercury 115 hp trim problem

    98 mercury 115 hp having trim motor issues , trim goes down fine but if you take it clear down sometimes it won’t come back up. I’ve changed solenoid already but still doesn’t want to come up. I can hear the solenoid click when I push the button ,but nothing happens . Any help would be appreciated.
