    1998 Johnson OceanPro 225 outboard stall in gear

    I have a 1998 225 ocean pro that stalls when I put it in gear. It's on a 21' wellcraft center console. I've changed the vro fuel pump, and added a in-line fuel pump, new plugs, rebuilt carbs, then new carbs and rebuilt them too, yet still stalls when put in gear. Sometimes pumping choke works...
