    Low RPM in Forward

    I have a 1995 Johnson 115 TLEO I have a 1995 Johnson 115 TLEOR that revs up to 5500 rpm's fine in nuetral & reverse but in forward it only goes to 3500 rpm's. Does anybody have any ideas what would cause this? Thanks
