    Tohatsu MFS 15E can't crank manual start

    This is a 2019 engine that has less than 50 hours. When I pull the manual starter cord, the engine will not rotate and acts like it is seized up. I have checked to be sure it is in neutral with the safety latch attached. Fuel line is attached and pumped up to a firm bulb. Ideas? Thanks
