    cylinder will pop but wont run

    I have a Johnson 1987 70 hp inline 3 cylinder. the middle cylinder I first thought was dead but if you just have it connected you can get it to pops but won't run. I have done the following changed the reed valves cleaned the carb and swapped the top and middle carb cause I know top is working...
