    90 honda perfect up to 3000rpm THEN

    She idles fine, runs smooth but will not go above 3000 rpm in gear. She will go as high as 5500 in nuetral again sounds great. The cables look good, i switched up the props to make sure. Is there any goveners that would keep it to 3k. Could it be something as simple as a fuel filter?
