    Throttle cam plate? stuck 1979 johnson 15hp M#15R79

    I just picked this up from my neighbor and it ran 2 yrs ago. the tiller arm throttle wont turn the plate to the carb. i can tap the plate to start to loosen it but it only moves about 1/2". PB blaster? soak it all the way around? how do i free this all up? Oh, it wont start either so...
