    1976 ERvinrude 9.9hp water exhaust

    Just picked up a 9.9hp 1976 Evinrude. Test fired in trash can partially filled with water. Water intake covered but level not above cavitation plate. Could not see any water coming out, Also, exhaust relief (just below cowling) is dry, is water supposed to exhaust there also? Thanks
