    91 Evinrude 40 won't de-throttle

    Just rebuilt my carbs and fuel pump and. Engine idles fine but when I throttle up it won' de throttle, I have to cut it off. I don't see anything wrong with the linkage. Didn't mess with any of that. Just removed the carbs, rebuilt and put back on. I searched previous posts but didn't find anything
