    1998 50 mercruiser

    I am having a problem with rea I am having a problem with reaching WOT only gets to 4000 rpm. Lowered prop pitch to a 17 still 4000rpm. Also have a staling problem at idle while in water and some surging withut touching throttle. Does this sound like it needs to have a carb rebuild?
