    '91 Merc 5.0, 2bbl carb, stutters/coughs >1500rpm on the water

    5.0 Merc, 2bbl carb. New Sierra fuel pump, plugs, fuel/water separator, fresh fuel. fuel filter mostly clean. Risers are of unknown age. On mouse ears on the driveway she'll do 4000rpm in gear. On the water, anything >1500rpm or so it coughs/sputters, will not increase revs and almost dies...
