    2007 Chaparall 220ssi Volvo with penta drive won't shift out of forward gear into neutral

    Boat was in gear and when tried to shift to reverse the throttle will not physically go back into neutral or reverse. Is this likely a problem with throttle device or with linkage? Any help appreciated
