    25 hp mercury wont idle

    1997 25 hp mercury i rebuilt and cleaned carb due to primer pump leaking. then started it up and still same issue i had before i cleaned cab and put kit in. starts up and then dies unless i have it off idle. its almost like its flooding its self out, i mess with the mixture screw and nothing...
