    Oil filter clean after changing oil

    I have a 40 EFI Mercury outboa I have a 40 EFI Mercury outboard. It's a 2003 and every year when I change oil the filter is clean. No oil whatsoever is in the filter. I even put a paper towel inside and no residue when I took it out. Is this normal?
