    '95 90 hp Mariner will not open up in gear

    1995 90 hp 3 cyl will not open up while in gear (4200 rpm max). On ears will go wide open. Carbs cleaned, fuel pump rebuilt, fuel lines replaced, fuel tank clean, fuel good, compression and spark checked out good while idle, new spark plugs. What next? Please help.
