flywheel for 1999 mercury force 40hp

Anyone know the difference in the flywheel part number 2619007-C4 and flywheel (2619007-C3) for 1999 mercury force 40hp? As far as I know it is no longer made. I ordered 2619007-C4 from ebay and even though it was marked 2619007-C4 it was obviously the wrong size. The starter gears barely touched the flywheel and would have worn them down in no time. I got 2619007-C3 used and it is exactly the same size, Same gears, shaft diameter, magnet diameter, everything looks the same. Maybe the timing for the C3 is different than the C4? Or something else?

BTW, symptom is: turns over but won't start. It is NOT the flywheel key and there's good spark on the plugs. Carb needle has been replaced, new bowl gasket too. Tried fresh mixed gas too. Compression is ok. Not sure what to try next but wanted to check on the flywheel first. Thanks!</p>
 
Turn the flywheels over and compare the keyway slots, same location?
Try starting fluid?
New needle: compare the length,and the tip? Some cleaners can expand the rubber tip or the rubber seal in the seat, blocking off fuel flow.
