I was wondering if anyone could help me
with a question? Can you take an outboard with
a steering wheel and convert it to a tiller?

Most of the time, yes. It depends on the motor and size and of course, age. |

Rob,
An amazingly effective trick (useful also in emergencies when remote steering fails):
1. Drape a PFD2 or PFD3 over the cowling (to protect it)
2. Place the flat end of the oar against the side of the cowling, adjust "tiller" elevation to suit
3. Tie or strap everything securely into place (ratchet style roof-rack straps are ideal)
I've used this technique successfully on outboards up to 40hp.
