Correct temperature on KAMD-44P

My temperature gauge reads 180 degrees after they warm up and I'm under way. Once I start to reach crusing speed (3200 RPM's) the gauges will read 200 degrees and stay there. Even if I run them for 45 minutes. Once I drop to a slower speed (2000 RPM's) they will both read 180 again. Is this a normal operating temperature? Any restriction in water flow trips the alarm, Thats my experience with teh KAD32 and its a similar engine.
