Volvo d2-55 white smoke /steam

The whte smoke certainly appears to be steam and only occurs at operating RPM (i.e. steam clears at idle) Engine doesn't show any signs of overheating and there is water coming from the exhaust. Both oil and coolant appear to be normal in colour and level. Engine starts first time every time and makes RPM just fine. I do wonder whether there is sufficient water exiting exhaust. Could a minor blockage in the raw water side of the cooling system cause the steam?
