I own a 24ft boat with a KAD43 volvo penta engine. I change all filters and still got same problem.

If this is a supercharged engine which I think it is check to make sure the supercharger clutch is engaging and all the belts and pulleys are intact for the supercharger. My KAMD300 will not go beyond 1500 rpm if I am using my supercharger overide and will still pour diesel through the engine creating a slick as you described.
