Marine Power 7.4 L TBI Fuel problem

Both motors run off the same tank. Port motor will run up to 4,000 RPM Starbord won't maintain 2900 RPM. Have changed filters, fuel line and pick up tube. You should have a low pressure & high pressure fuel pump.
