OMC STERNDRIVE INSPECTION

I Recently purchased 2 1974 OMC electric shift outdrives and both appear to be in good shape. They were a set of twins and One appears to have been gone through alot of new exterior parts, no corroision. How can I tell if they are good without tearing them apart? Another issue is that On the current outdrive I have on my boat I have steering from my intermediate housing gear to my outdive . I have a cable system where the cable drives the gear in the intermediate housing The outdrive I want to use had an exterior cable system linked to the twin outdrives. The outdrive has the steering gear but does not turn the outdrive it just spins and does not turn the upper gearcase, as the one on my boat does. Is something in the upper outdrive missing, how hard to remove the steering gears from my old outdrive and install in the one I want to use? Any advise would be appreciated.

sounds like the worm gear in the upper may be missing? Or the steering gear. I only know my 1978 800 series drive, so I'm going on that experience alone. I belive you can unbolt the top cover of the drive, and get a look at what should be a worm gear driven by a shaft that goes into the intermediate housing, into the spindle of the steering drum.
That worm gear drives a quadrant gear that turns the drive.
