I have a 1999 Volvo Penta 5.7 GS DP. The trim/tilt works fine but the gauge in the dash does not. Used only in fresh water and the boat stays on a lift and not in the water. Any ideas on what the problem could be before I take it to a dealer?

Well... there are only three elements in that system... The meter, the sensor on the drive unit and the wire in between. One or more are bad.
I'd start with the cheap fixes and look for a bad connection first.
