Welch plug

1967 120HP MR. The upper gear house is disassembled and on the work bench. I have all my bearings and seals for the rebuild.
I have cleaned off the old decals and found the welch plug. From my understanding of a welch plug this application is nuts. What is the purpose of this application?? Is this a freeze plug for the water supply side and not a welch plug??
If I am crying in my scotch then forgive. I am just trying to rap my brain around this before I start

Typical use of a welch plug today is different from that originally, so, depending on your baseline and expectations, "is nuts" may be justified.

My understanding, handed down from the "factory field rep" at the time, is that this plug seals the necessary machined bore (thru the outer wall) used to thread the pipe plug passage you'll find in the inner wall. This is the typical use of welch plugs today, sealing a machined hole.

They needed someting to seal the bore hole .

Well, I turned her over and looked down inside. I dont have the water cover off yet. Need another extension. I guess I was a bit preemy here.
