i have a 1998 mariner 90 3cyl 2stroke that runs perfectly on high revs but when it is idling in neutral and i push the throttle and bring it back it sounds like it is misstimed and makes some exxessive smoke until it runs normal again.the carbs are clean and fuel is new and changed the sparkplugs and fuel filter and high tension wires.on idling it is reving 1000 rpm and i cannot find what is wrong

Sounds like something was missed when the carbs were cleaned - were the low speed jets replaced?

Alternately, if the carbs were recently disassembled, the adjustment may not be correct - however, if they weren't apart they do not go out of adjustment on their own and they need to be torn down, cleaned and rebuilt if necessary.
