This part should move right?

I have a Mercury 7.5hp (1979-ish) long shaft that I use on my sailboat.

My shifter is seized. I've taken engine apart and attached a picture of the piece (I colored it red) that should move (it's at the top of the shift linkage). merc 7.5 shift linkage picture

When I take the lower unit off, the gears work... so this piece is seized right?

Any help on what I can do or how to remove it so I can replace it or find out the cause?

All suggestions greatly appreciated!
