No vacuum at accelerator pump.

2003 75 hp 4-stroke. Will not idle. Only will run at half throttle. Very little to no vacuum at accelerator pump. I used a piece of tubing and sucked a light vacuum then throttled back to idle and ran until I released the vacuum. How do I restore the proper vacuum to this line which connected to the bottom carb?
