The engine sometimes gets stuck in the up position but will go down when pushed as someone presses the button. It works ok when not raised passed half way. I just got it from an older guy who doesn't know....could the problem be lack of T&T fluid? if so, how do I check/add/change the fluid?

yes,in fact,it can be,...raise up,add fluid till it runs out,power steering,trans,..etc...then,go up and down,5 x,then ck -refill,and try..

Also, when the engine is not going down as per your statement...... if the trim rams are being pulled in at that moment, that indicates that the steering tube is too tight (clamping the engine in that tilted position).
