What is this switch?

I have no clue what this is for.

Are we looking at the back side of the windshield? I see the radio so I assume so from the passenger's seat. My first thought was that it was a manual contol for a windshield wiper. But the picture shows nothing much outside the switch....and radio.

If it is mounted to the bulkhead, what kind of wiring is behind it. How many wires and what gauge?
