What is this piece and where does it go

So I took the lower off of my 77 Johnson 15 horsepower to change the impeller. after I pulled the lower off I returned the motor to the up-and-down position and this piece fell out from the case I don't know what it is and where it belongs could someone please help me

I think it is that little stainless plate.----Item #2 on parts page.----Exhaust baffle and it fits in a slot in exhaust housing.
