What are these parts? 1995 Evinrude Ocean Pro 200

I took the cover off of my 1995 Ocean Pro 200 and found these parts in the bottom of the cover. I have no idea what these are or what they do. I have looked at schematics and cannot identify them. Can someone help identify them?

Is there a 6 digit number on that plastic part ?

There is no number on the hard plastic part. There is a slot cut into the flat end

Could it be something off the cowling latch, or the tilt/trim relay board? Not likely, eh? This appears to be a part that creates a detent for a roller.....and it slides on to a flat tab. That divot in it would be to lock it onto the tab so it can't slide off.....but it didn't work, it fell off.

I will check the carbs out. The larger plastic piece didn't come in a carb kit. Still can not identify it. ??
