water pump connection suggestions?

I'm trying to get a 1967 FD 17M back together after an impeller replacement. My problem I can't align the water line to the water pump. It does not appear to have been connected and I'm having a heck of a time getting it done right. Suggestions?

Are you putting the copper tube into the exhaust housing first.----Then installing the lower unit ?

The lower unit is assembled with the idea that I could slide it back together. Am I supposed to install the water pump housing first and then add the impeller? Currently trying to salvage (refresh) my older engines and have brain lock.

???----Read carefully.-----You assemble the pump .----You remove copper pipe from pump housing.-----You put copper tube into the exhaust housing.----Then install the lower unit.
