water flowing here?

am i missing a plug? or is this normal for a 1991 mercury 115hp 4 cyl 2 stroke? and what is the prupose of this water flowing from here? just so i know and have peace of mind.

so far ive been told that i have to take my lower unit off to investigate this further, and one other says its normal. i need anyone with a 1991 mercury 4cyl 2 stroke outboard to verify that this is correct.... or if im missing something. ? or i have to actually take my lower unit off ? here is a pic of the hole where the water is spilling out of just in case you all dont see what i mean ....

if its a drain, shouldnt there be a plug there? or is it supposed to be open so it does not vapor lock? so to speak......i sure hope its normal . i dont want to wreck my engine.
