Vro pump problem?

I have a 1991 Evinrude 40 horsepower motor with a vro pump system.

The motor drops to almost an idle sporadically when the throttle is set to a higher setting. I can override that by pushing the choke repeatedly and if I left off on the choke then it goes back to almost an idle.

I am being told that it's problem with the vro system and it needs to be replaced. Does that make sense?

I really appreciate your help and giving me a direction on how to proceed
 
Does not make sense whatsoever.-------The electric primer VALVE opens when you push in the key.-----The fuel pump output then goes through this valve to supply fuel directly into the engine.------This than suggests that pump is working fine.-----I suggest you clean the carburetors.-----How did this engine run for you last season ?-----Always a good idea to do a compression test too.-----Post your numbers here.
 
Welcome to the Forum. Yes, good advice from Racer. We must know a little more history. Also, has ethanol been used? Was fuel run out of motor at end of season? How long was it stored? Fuel is being supplied, but obviously not moving through the carburators properly.
