Two mid-range misfires

1979 175hp Mariner runs great until I get to 1800rpms-2000rpm, then is tis smoothe as silk until I get to 3600rpms, to 4000rpm. At both these spots it sounds and feels like a plug or two shut off and turn on, back and forth. From 4000 to WOT very smoothe. It misses at these two spots when you throttle down too. I have replaced both switch boxes. I just went through the carbs again, all is well. If I hit the choke it doesn't affect the problem. Last year I paid a mechanic who told me he replaced the trigger, charged me $475.00. The only thing left is the stator. Colud this cause this problem? Odd that the trouble happens at multiples of two only. It does this like clock work.
Any Ideas?

Spark may be leaking from the plug wires. Run it on a hose in the dark and spray the plug wires w/a spray bottle full of water.
