Turn Key Nothing Happens

So my Sunbird 16" center console with a 1996 Johnson won't turn on. The battery is fully charged, trim and tilt work, all the dashboard electronics are working, bilge / bait well pumps, running lights are working etc. But when I turn the key I don't get the beep sound with the warning light test and the starter won't turn over. Any ideas?

Check for a blown fuse in holder next to starter solenoid; also make sure your throttle control is actually in neutral.
