Timing on 2001 mercury EFI

Confused as to what the timing should be on Mercury v-200 2001 EFI S/N 0T272390. Label on VST shows 18 BTDC and 4BTDC(idle). Merc manual shows 23 BTDC and 0-8 ATDC. Which should I use? Why such a difference?

Set it with the Merc EFI spec not the carb specs.

Both specs listed were EFI specs. The one on the VST is different than the EFI spec in Mercury manual for 200 EFI.
