Tilt lock broken or stuck 1995 OMC 6 HP model J6RE0D

The tilt lock mechanism (part 0433896) just turns and will not allow engine to be tilted up.
How do I fix this? Is there a manual release mechanism I'm not seeing?

i have/several of those mechanisms, on the 8hp model. The little flat knob should turn easily.

Go to the parts diagram for your motor…the numbers Leroy mentioned don’t quite match up for your motor.

The entire plastic handle and shaft completely rotate 360 and can easily be pulled out. It appears the end broke off in the notch.
What I can't really tell from the exploded part diagram, is where the end of this seats into. I did find the pin to pull to be able to tilt it.
I will know more when I pull the engine off the boat. Thanks
