Tiller Steering tension

I have a 1999 Merc 15hp 2str long shaft. Looks like the steering tensioner does not work, when I pull the lever up, nothing happens. Does anyone have a dity for this issue?

Put a pic up all my steering tensioners have worked left to right but my motors were 94 and 96. The tensioner was just below the tiller bracket on the top of the swivel bracket.

I assume lifting the handle adds tension to the steering

That is just the lifting handle the copilot brake is on top of the swivel bracket.

My bad....another member sent me a msg on what that is.....and what to look for.....I just got this motor a sort while ago...CHEAP!...runs like a sewing machine...SMOOTH!
