Tiller conversion for 1999 Mercury 15hp short shaft motor

We bought a 1999 short shaft 15HP Mercury but was for a remote steer boat. It came with a separate tiller handle, but no other parts to connect the handle to the motor. Mercury states they don't offer a conversion "kit", but there's got to be a way to do this. Any help is appreciated.

Recommend you get a Factory Service Manual. It shows all the parts
for a tiller handle shift/throttle. There is a pulley and cables that connect
the twist grip rod to the plastic gears and linkages on the starboard side of the engine.
Of course, you could just set up a side shift lever and have the twist grip control only the throttle.
